Electronic Filing Suspended for Clallam County Court

From April 6 through April 10, 2026, access to electronic filing for the Clallam County Superior Court will be unavailable. The Clallam County Clerk’s Office has announced a total suspension of digital submissions while it transitions to the Enterprise Justice system. During these five business days, the court will operate exclusively on paper, accepting filings in person or through the mail.

However, this temporary service interruption is the latest development in a broader administrative breakdown that has persisted for nearly a year.

Self-Service Access Ends (May 2025)

Internal records indicate that Clallam County ceased providing self-service access to court documents on May 1, 2025. At that time, the Clerk’s Office disabled the online portal because the license for the OnBase system reached its end of life and was no longer supported. Rather than moving to a new platform, the county reverted to a previous state. Since May 2025, members of the public and litigants have been unable to purchase court records online.

Manual Processing Strains Resources

The loss of self-service capabilities has converted the Clerk’s Office into a manual fulfillment center. Under the current system, every request for a court record must be handled individually by staff. This includes a manual search to locate files, processing payments and verifying receipts, and manually delivering records to the requester.

This labor-intensive approach creates a significant drain on clerk resources while the county faces a $1.2 million deficit. Time spent on tasks that were previously automated detracts from efforts to address the backlog of 1,216 family court cases.

Enterprise Justice System

The county is currently moving to implement Enterprise Justice and the Odyssey Portal to replace the system that has been non-functional for eleven months. While the new system aims to restore digital efficiency, the one-week suspension creates a critical gap for filing new documents, including emergency protection orders. With electronic filing offline, victims and attorneys are required to travel physically to Port Angeles.

Transition Fees and Costs

The shift to Enterprise Justice will introduce new fees for the Odyssey Portal in 2027. For Clallam County residents, the concern extends beyond the future cost of the new system to the expenses incurred over the past year in lost clerk hours and delayed access to justice.
