This profile is part of "The Record Stands," a TROH special series.

Every TROH profile is independent commentary assembled from public records. Subjects are not contacted and have no knowledge of these articles. Nothing here predicts or comments on any ruling in any case.

A note on method before we start. This article quotes accusations as accusations and findings as findings, and it links to both. The accusations live on the Olympic Herald, a blog run by Anthony Tomashefsky. The findings live in federal court orders that anyone can read. Compare them and decide which genre deserves your trust.

One Name Behind Nearly Every Headline

Virtually every scandal theme the blog has pushed (perjury, stalking, harassment, corrupt guardian ad litem referrals) traces to a single source: Gina Bloom, the losing party in a Snohomish County custody case, whose federal lawsuit over those same events was dismissed with prejudice. The blog's own tag pages confirm dozens of pieces, and an allied blog, ccwatchdog.com, echoes them. Volume is not evidence.

The "Arrest" the Record Does Not Contain

On January 12, 2026, the Olympic Herald ran a piece ([the accusation](https://www.olympicherald.com/clallam-county-superior-court-commissioner/)) built around the claim that Parker was arrested by Everett Police for felony perjury.

Here is what the public court record actually shows, per a [federal order issued by Judge Barbara J. Rothstein](https://www.casemine.com/judgement/us/68ba4bfcf964826458ff2b16) (W.D. Wash., September 3, 2025), quoting the underlying exhibits. An Everett Police officer reviewed six perjury accusations made by Bloom and concluded five did not warrant further investigation. The remaining one was referred "for charging consideration," and the Everett City Prosecutor's Office declined to file any charges, in an email dated December 4, 2023.

No charges were ever filed. No conviction. No case. The word "arrested" in the blog's headline is not corroborated by the court record, which documents an investigation and a prosecutorial declination.

Even the blog's own later lawsuit article concedes: "on December 6, 2023, the municipal prosecutor declined to file charges."

One more detail the smear omits. Snohomish County briefly paused Parker's pro tem assignments during the investigation, then reinstated him after the declination, per a December 6, 2023 letter cited in the same federal order. The system looked, the prosecutor declined, and the county put him back on the bench.

The "Handpicked" Guardian ad Litem Claim

The conspiracy theory says Parker was corruptly handpicked as a guardian ad litem. The federal court examined that claim and found the plaintiff's own exhibits contradict it: the court's judicial coordinator first appointed a different GAL, and when she was unavailable, it was Bloom's own attorney who proposed Brian Parker for the case (the September 3, 2025 order, section IV.B.2(a)).

Bloom also filed two formal grievances against Parker. The Snohomish County GAL Committee chair reviewed both and concluded they were "unfounded," in a letter dated January 24, 2023, quoted in the federal order.

The order also notes that Parker disclosed prior bar complaints in his GAL application, stating that in each case "no professional misconduct was alleged, and no investigation or follow up was performed." That is Parker's own application statement as quoted by the court, and we attribute it to him accordingly.

Thrown Out. With Prejudice. Twice.

The federal case is Bloom v. State of Washington et al., No. 2:24-cv-02155 (W.D. Wash.), and its [docket is public](https://www.courtlistener.com/docket/69505597/bloom-v-state-of-washington/).

On [May 5, 2025](https://www.casemine.com/judgement/us/681d786de21dea0abe652402), the claims against the judicial officers were dismissed with prejudice on absolute judicial immunity grounds. The State of Washington was dismissed with prejudice, and the Superior Court was dismissed as an entity incapable of being sued.

On [September 3, 2025](https://www.casemine.com/judgement/us/68ba4bfcf964826458ff2b16), the remaining claims against Snohomish County were dismissed with prejudice, on what the court treated as the plaintiff's third attempt, holding she could not cure the deficiencies. Judge Rothstein described some of the plaintiff's assertions about Parker as "demonstrably false."

With prejudice means done. Those claims cannot be refiled.

About Those National Stories

You may have seen sympathetic coverage of Bloom's broader critique of the guardian ad litem system: The 19th ([May 19, 2025](https://19thnews.org/2025/05/guardians-ad-litem-influence/)), The Imprint ([June 6, 2025](https://imprintnews.org/top-stories/a-washington-mother-had-custody-of-her-kids-and-protection-from-her-abuser-then-a-guardian-ad-litem-got-involved/261501)), and InvestigateWest ([August 6, 2025](https://investigatewest.org/a-wa-mother-had-custody-of-her-kids-and-protection-from-her-abuser-then-a-guardian-ad-litem-got-involved/)).

Check the dates. All three ran before the September 3, 2025 dismissal with prejudice, and none independently verified the claims against Parker. The Olympic Herald's coverage recycles that narrative after the courts rejected it.

The Spitting Story

On January 13, 2026, the blog published a piece ([the accusation](https://www.olympicherald.com/clallam-county-superior-court-commissioner-fdd/)) claiming Parker spat on a woman outside the courthouse. The claim rests on a single unnamed accuser, described as "a local resident," alleging a parking dispute in January 2026. The blog's own [timeline piece](https://www.olympicherald.com/the-rise-and-fall-of-former-commissioner/) concedes the sourcing.

No police report, charge, arrest, or court case connected to this allegation appears in any public record located. No legitimate news outlet (the Peninsula Daily News, MyClallamCounty, or Seattle media) ever reported it. It is an uncorroborated anonymous claim, printed as a scandal.

The Pending Lawsuit Is an Accusation, Not a Finding

Bloom filed a civil suit in Clallam County in January 2025, a 148-page First Amended Complaint naming Parker, Port Gardner Law Group, and others. Per [the blog's own reporting](https://www.olympicherald.com/lawsuit-alleges-former-commissioner/), on May 19, 2026, Parker and Port Gardner filed a 40-page Answer categorically denying the conspiracy, harassment, and evidence-fabrication allegations, asserting quasi-judicial immunity and litigation privilege, and seeking CR 11 sanctions against Bloom for frivolous litigation.

A complaint is an accusation. The defense denies everything. And the same accuser's federal case over the same themes was dismissed with prejudice.

What This Article Will Not Do

Parker's employment with the court ended February 10, 2026. The court confirmed he was "no longer employed," per the [county bar](https://clallamcountybar.com/bar-news/), and no official reason or misconduct finding was released publicly. The only attribution of cause comes from the blog itself. We will not speculate, and neither should you.

The court later appointed Lorraine Rimson, a commissioner with more than 30 years of experience in Jefferson County, as the new Family Court Commissioner effective June 1, 2026, [reported neutrally by MyClallamCounty](https://www.myclallamcounty.com/2026/05/26/court-names-new-clallam-county-family-court-commissioner/).

One last sorting exercise. The blog's "hiring process" complaints (a waived probationary period, missing interview notes) concern decisions by then-Presiding Judge Brent Basden and court administration. Whatever those complaints are worth, they do not describe any act by Parker.

Read the Record Yourself

Six perjury accusations, five dismissed on review, one declined by a prosecutor. A "handpicked" appointment contradicted by the accuser's own exhibits. Two grievances found unfounded. A federal case dismissed with prejudice, twice, with a federal judge calling parts of it "demonstrably false." An anonymous spitting claim no police report, court file, or newsroom has ever corroborated.

The smears collapse the moment they meet a document. The record stands.
