This profile is part of "The Record Stands," a TROH special series.
Read the defamation blog that targets Dr. William Singer and you would come away thinking his professional life began the day someone filed a complaint. The documented record says otherwise. It begins in the late 1970s, runs through a doctorate, a court appointment that has lasted since 1980, and a quarter century of continuous, enforcement-free licensure in Washington State. This profile lays out that record, fact by fact, with sources.
TROH's profiles are independent commentary. Dr. Singer did not participate in, contribute to, or endorse this article. Everything below comes from public documents and published sources.
The Education
William Harris Singer holds a Ph.D. in Counseling Psychology from Oregon State University. Before the doctorate, he earned a master's degree in child development, testing, and measurements from the University of Puget Sound. That pairing matters. Child development plus psychometrics is exactly the foundation you want in someone who later spends decades evaluating families for courts.
The defamation blog calls him a "psychologist," a reference to the doctoral degree. His active Washington credential, for the record, is Licensed Mental Health Counselor. Precision like this is what the blog skips and what this series exists to restore.
The License Record, Verified
Here is what the Washington State Department of Health shows, verified directly in the HELMS Provider Credential Search on October 24, 2026:
- Credential MHC.LH.00003563, Licensed Mental Health Counselor. Status: ACTIVE. - First issued July 22, 2001. Last renewed January 21, 2026. Valid through April 21, 2027. - Enforcement Action: No. No disciplinary action. No legal documents on record.
That is more than 24 years of continuous licensure without a single enforcement action. Before the LMHC, Singer held two earlier Washington credentials, a Counselor Registration (RC.RC.00007468) and a Mental Health Counselor Certificate (MH.MH.30001767). Both are now expired, superseded by the current license. Both closed with no enforcement action either.
One clarification worth printing, because accuracy cuts both ways: a DOH search for "William Singer" also returns a William B. Singer with an expired psychologist license. That is a different person. Our subject is William Harris Singer of Bellevue, and the license number he publishes on his own site, LH00003563, matches the active DOH record exactly.
Forty-Five Years on Appointment
Singer's own published bio states he has served as a court-appointed Title 26 Guardian ad Litem for King County Superior Court since 1980. Title 26 is Washington's domestic relations code. A GAL appointed under it investigates and reports to the court on the interests of children and families in custody disputes. It is among the most scrutinized roles in the legal system, because every report lands in the middle of someone's worst season.
His bio describes roughly 45 years counseling families, couples, individuals, and children. A third-party bio published alongside his March 2026 guest essay rounds that to "nearly fifty years," describing him as "a Bellevue-based counselor and guardian ad litem who has been court-appointed to help families through conflict for nearly fifty years." Court appointment is renewed confidence, case after case, decade after decade. Courts do not keep appointing evaluators they do not trust.
The Northwest Evaluation Center
Singer is Executive Director and owner of the Northwest Evaluation Center (NWEC), based at 1409 140th Pl NE, Suite 105D, Bellevue, Washington. NWEC is a Washington state-certified Domestic Violence Intervention Treatment (DVIT) program serving family and criminal courts in 12 named counties, including King, Pierce, Snohomish, Kitsap, Spokane, and Thurston.
Its service list reads like a map of where the legal system needs clinical expertise most: DVIT assessments, guardian ad litem and custody work, parenting evaluations, mental health evaluations, mediation, court monitoring, and state-approved supervision for other therapists.
The state certification is not merely a claim on his own website. Four independent government sources confirm it:
- The City of Tukwila's court list of state-certified domestic violence perpetrator treatment programs names Northwest Evaluation Center. - The City of Lynnwood's municipal court master referral list (October 2025) names NWEC. - The City of Kirkland's probation agency referral form names NWEC. - The City of Bellevue's probation page lists NWEC among domestic violence perpetrator treatment programs.
Municipal courts do not maintain referral lists as favors. These are working documents that probation officers and judges rely on, and NWEC is on them.
The Paper Trail in Public Courts
The working forensic role shows up in the public case record too. A 2026 Washington Court of Appeals, Division I opinion, Condel v. Garrett, references Dr. William Singer performing a court-involved domestic violence assessment. A Washington OSPI order references Dr. William Singer being consulted as a treatment provider. (The Condel opinion criticized aspects of that particular assessment, and we cite it here for what it actually proves: that Washington courts put Singer's work inside real cases, which is the definition of a practicing court-involved evaluator.)
The Full Credential Picture
Beyond the Washington LMHC, Singer's published bio reports licensure in Oregon (LPC #C6510) and New Mexico (LMFT #0112291), described as in good standing, along with national certifications: NCC (National Certified Counselor #NCC 0001624), CFT (Certified Family Therapist #78), and CCFC (Certified Criminal/Forensic Counselor #29206). Those out-of-state and certification details appear in his self-published bio and we present them as such; the Washington record above is the part we verified line by line against the state database.
The Bottom Line
Careers are not built in blog posts. They are built in licensing databases, court appointment lists, and referral documents that cities publish because their courts need them. By that measure, William Singer's career record is long, public, and clean where it counts most: active license, no enforcement action, ever. The readers who deserve this record are the families and courts who will work with him next.
