VANCOUVER, Wash. Four men were arrested for second-degree kidnapping after a traffic stop in Vancouver ended an ordeal that police say began with a check-cashing offer in Portland, according to a news release from the City of Vancouver.

Vancouver police responded at about 3:15 p.m. on Oct. 7 to the 3500 block of Southeast 164th Avenue for a reported kidnapping, the city said.

A woman had called 911 to report that her husband got into a black Suburban in Portland with four men who approached him, asked if he wanted to make some money and said they needed him to cash a check for them, according to police. The victim agreed and got into the vehicle, but became concerned about his safety and was not allowed to leave, the city said.

As the vehicle traveled into Vancouver, the victim was able to provide his location to his wife, who relayed the information to dispatchers, according to the release.

Vancouver police and the Washington State Patrol located the vehicle traveling on Southeast 164th Avenue toward state Route 14 and conducted a traffic stop, detaining four occupants. The State Patrol found the victim on foot a short distance away, uninjured, the city said.

Akeem J. Mattis, Dennis D. Nelson, Corey D. Jenkins and Jerome T. Boyd were arrested and booked into the Clark County Jail for second-degree kidnapping, according to the release.
