Local law enforcement detained a 43-year-old man on a warrant allowing full extradition in connection with a pair of killings that occurred in Concord, North Carolina, over sixteen years ago.

Johnny S. Talbert was taken into custody without incident on the evening of May 20, 2026, in the 2300 block of W 18th Street by Port Angeles officers, aided by detectives from OPNET who tracked his residence.

The apprehension came after a proactive outreach from Concord police in December 2025, when a detective there initiated contact with an OPNET investigator to gather information about prior local encounters with Talbert, who had long been identified as the primary individual linked to the 2008 slayings.

That OPNET investigator, who also serves with the Port Angeles Police Department, had longstanding familiarity with Talbert, having interacted with him numerous times over the years.

Review of departmental logs indicates that Talbert had been involved in nearly 290 documented police interactions in Port Angeles since his first recorded contact in November 2011. Those interactions included fourteen separate arrests, two of which stemmed from felony-level offenses.

On May 21, 2026, Concord authorities issued a warrant permitting Talbert’s extradition, charging him with two counts of first-degree murder and one count of robbery involving a firearm or another dangerous weapon.

The accusations tie directly to Concord’s “Sun Drop Murders,” a case name used in official communications to describe the double homicide that transpired in 2008.

Talbert remains incarcerated at Clallam County Jail while arrangements for transport to North Carolina proceed.

OPNET officials underscored that the charges reflected in the warrant represent formal allegations and that Talbert is presumed innocent until proven guilty—subject to the standard of “beyond a reasonable doubt”—in court.
