Here is a sentence you will read in attack pieces about lawyers and almost never see explained: "grievances were filed against him." It sounds damning. It conjures a stack of official complaints, a cloud over a career, a bar association circling.
Now here is the sentence you will almost never read next to it: what happened to those grievances.
In the case of Brian Parker, the former Family Court Commissioner of Clallam County Superior Court, we know exactly what happened, because a federal court put it in writing. Two formal grievances filed against him were reviewed by the Snohomish County GAL Committee chair and concluded to be "unfounded," in a letter dated January 24, 2023, quoted in the [September 3, 2025 federal order](https://www.casemine.com/judgement/us/68ba4bfcf964826458ff2b16) in Bloom v. State of Washington.
Unfounded. Reviewed, weighed, and rejected. That is the part the word "grievances" is designed to keep you from learning.
How the Discipline System Actually Works
Most people never interact with attorney or guardian ad litem discipline, so the attack writer's job is easy: describe the front door and imply the whole building. The building is worth describing, because it is built to filter, and filtering is most of what it does.
A grievance begins as an accusation. Anyone can file one: a client, an opposing party, a litigant who lost, a stranger with a grudge. Filing requires no evidence beyond the filer's own account. This openness is deliberate. The system would rather hear a hundred weak complaints than miss one real one, so the front door stays wide.
Then the filtering starts. A reviewing body (a committee chair, bar counsel, an intake office) reads the complaint and asks the threshold question: if everything alleged were true, would it be misconduct, and is there anything here to investigate? A large share of grievances die right there, because losing a case is painful and pain generates complaints, and complaints about losing are not misconduct.
The grievances that survive intake get investigated. The investigation can end in dismissal, in a lesser resolution, or in formal charges, which then face their own hearings and burdens of proof. At every stage, the design assumption is the same: an accusation is a claim to be tested, not a fact to be repeated.
"Unfounded" is the vocabulary of that testing. When the Snohomish County GAL Committee chair concluded that the two grievances against Parker were "unfounded," that was the system doing its job to completion: the complaints were received, reviewed, and found to have no basis. The grievance existed. The finding did the work. The finding was rejection.
Keep that sequence in mind the next time any publication leads with the phrase "grievances were filed." The filing is the least informative event in the entire process. The informative event is the disposition, and the disposition here was rejection.
The Disclosure That Tells the Same Story
The federal record contains a second, quieter document on this theme. In his guardian ad litem application, Parker disclosed prior bar complaints, stating that in each case "no professional misconduct was alleged, and no investigation or follow up was performed."
Two things about that sentence deserve precision. First, attribution: it is Parker's own application statement as quoted by the federal court, and we present it as his statement. Second, context: disclosure is the tell. A lawyer with something to hide does not volunteer a complaints history on an application. The statement describes complaints that ended at the threshold, which is exactly where the system is designed to end complaints that allege no misconduct.
And the disclosure worked the way disclosure is supposed to work. He was appointed anyway. He served. Court filings in the pending state suit cite 24 total GAL appointments, a figure sourced to the plaintiff's complaint, while the GAL service itself is documented in the federal record. The reviewers who read his application saw the same complaints the attack writer now waves around, and they appointed him.
The Pattern Across the Whole File
Once you understand that grievance systems are filters, the entire documented history of accusations against Parker reads as one long filtering exercise, with the same result at every stage.
Six perjury accusations went to the Everett Police. Five were rejected on review as not warranting further investigation. The sixth was referred "for charging consideration," and the Everett City Prosecutor's Office declined to file any charges, in an email dated December 4, 2023. Filtered.
Snohomish County paused his pro tem commissioner assignments during that investigation and reinstated him after the declination, per a December 6, 2023 letter cited in the federal order. The county applied its own filter and put him back on the bench.
Two GAL grievances: reviewed, concluded "unfounded," January 24, 2023. Filtered.
The federal lawsuit carrying the same themes: dismissed with prejudice on [May 5, 2025](https://www.casemine.com/judgement/us/681d786de21dea0abe652402) and again on [September 3, 2025](https://www.casemine.com/judgement/us/68ba4bfcf964826458ff2b16), with the court describing some assertions about Parker as "demonstrably false." Filtered, with finality.
A Note on What We Could Not Verify
Honesty about process includes honesty about our own. TROH reviewed public sources for any Washington State Bar Association disciplinary record concerning Parker and found none in any source reviewed. We did not independently query the live WSBA directory, so treat that absence as unverified rather than as a certified clean record. What is verified, because a federal court wrote it down, is everything above: the unfounded grievances, the declination, the reinstatement, the dismissals.
The Record Stands
A complaint is a question. The discipline system exists to answer it. Every documented answer in this file came back the same way: unfounded, declined, dismissed with prejudice.
The attack writer counts the questions. The record contains the answers. The record stands.
