This profile is part of "The Record Stands," a TROH special series.
This series runs on a discipline simple enough to state in one sentence and rare enough to be worth a whole article: say which facts were verified, say which facts come from the subject's own published bio, and never let the two blur together. The defamation blogs that target family court professionals fail this discipline in one direction, treating allegations as findings. A praise series that repeated every flattering claim it found would fail it in the other direction, treating self-description as proof. This closing piece lays out the full ledger for Dr. William Singer, column by column, and explains why the separation matters more than any single entry in either column.
TROH's profiles are independent commentary. Dr. Singer did not participate in, contribute to, or endorse this article. Every item below is sourced, and every item carries its label.
The Verified Core
Start with what independent records confirm.
The license. The Washington Department of Health's HELMS Provider Credential Search, verified directly, shows William Harris Singer holding credential MHC.LH.00003563, Licensed Mental Health Counselor, status ACTIVE, first issued July 22, 2001, last renewed January 21, 2026, valid through April 21, 2027. Enforcement Action: No. No disciplinary action, no legal documents on record. Two earlier Washington credentials, a Counselor Registration (RC.RC.00007468) and a Mental Health Counselor Certificate (MH.MH.30001767), show Expired, both with no enforcement action, superseded by the current license. The database also lists 13 closed complaint cases, each closed without legal action, and 1 open case, meaning a complaint approved for investigation, which HELMS' own definition states is explicitly not a finding of wrongdoing.
The disambiguation. A search for "William Singer" also returns a William B. Singer with an expired psychologist license, PSYC.PY.00000258, no enforcement. That is a different person. Our subject's license number, LH00003563, is the one he himself publishes, and it matches the active state record exactly.
The referral lists. Four municipal governments independently name Northwest Evaluation Center on court documents: Tukwila's list of state-certified domestic violence perpetrator treatment programs, Lynnwood's municipal court master referral list dated October 2025, Kirkland's probation agency referral form, and Bellevue's probation page. These confirm, from government sources, the state-certified DVIT status of the practice Singer directs and owns.
The court and agency record. A 2026 Washington Court of Appeals opinion, Condel v. Garrett, references "Dr. William Singer" performing a court-involved domestic violence assessment. The opinion criticized aspects of that assessment, and we cite it strictly as evidence of his court-appointed role rather than as endorsement of the work. A Washington OSPI order references "Dr. William Singer" being consulted as a treatment provider. Together they document the working forensic and treatment role in the present tense.
The published essay and its bio. The WIBM Substack published Singer's bylined guest essay, "Washington Coercive Control Law Implementation Needs Improving," in March 2026, arguing from clinical experience for bilateral and therapeutic intervention models. The publisher's footnote describes him as "a Bellevue-based counselor and guardian ad litem who has been court-appointed to help families through conflict for nearly fifty years." That is a third-party description, which makes it corroboration rather than self-description.
The published ethics statements. NWEC's website states that the practice "does not engage in a practice motivated by 'financial gain' to enroll clients in our DVIT-group programs… Our goal is to perform assessments ethically and independently," and that "the majority of our clients do not come to us voluntarily… [we] will be treated with dignity and respect." Verifiable, because anyone can read them where they are posted.
The Self-Published Column
Now the other ledger. These items appear in Singer's published bio at williamsinger.com, and we present them attributed to his self-published bio, with the research file's verification status attached.
- The Ph.D. in Counseling Psychology from Oregon State University and the master's in child development, testing, and measurements from the University of Puget Sound come from his self-published bio. They are consistent with the third-party bio the WIBM Substack published, and that consistency is noted in the research file. - Licensure in Oregon (LPC #C6510) and New Mexico (LMFT #0112291), described in his published bio as "in good standing." The research file marks these UNVERIFIED against the Oregon and New Mexico registries. - National certifications: NCC (National Certified Counselor #NCC 0001624), CFT (Certified Family Therapist #78), CCFC (Certified Criminal/Forensic Counselor #29206). From his self-published bio; UNVERIFIED against the NBCC registry. - Teaching history: faculty professorships at the University of Puget Sound and City University of Seattle, a graduate teaching appointment at Oregon State University, and a current honorary instructor role at Walden University. From his self-published bio; UNVERIFIED against university records. - A "well-regarded and referenced research study on counseling styles and outcomes," presumed to be his doctoral work. From his self-published bio; UNVERIFIED, with no citation located in public databases. - NBCC "Doctoral Fellowship Mentor" since 2015. From his published bio, repeated in the WIBM bio; UNVERIFIED with NBCC. - Membership in the Association of Family and Conciliation Courts and the National Association of Forensic Counselors. From his self-published bio; UNVERIFIED against membership rosters. - A Washington State Governor's Award for Outstanding Volunteer Community Service, described as "rarely awarded." From his self-published bio; UNVERIFIED, with no public award listing located. - The career-span figures themselves: "45 years" on his own site, court appointment as a Title 26 guardian ad litem for King County Superior Court since 1980. From his published bio, with the WIBM footnote's "nearly fifty years" standing as the third-party echo.
Notice what UNVERIFIED means in this ledger. It does not mean false. It means the claim appears in a self-published bio and could not be independently confirmed from public registries, rosters, or award listings. The label is a statement about our evidence, and stating it costs the subject nothing while buying the reader everything.
Why the Discipline Matters
Credibility is the only product a series like this sells. The moment a profile inflates a claim it could not check, it joins the genre it exists to correct. The blogs attacking Singer blur allegation into verdict because the blur serves their thesis. If TROH blurred self-description into verification, we would be running the same con with a smile, and readers would be right to discount everything else we published.
The verified core is genuinely strong: an active license with zero enforcement actions across more than 24 years, four municipal referral lists, court and agency documents, a bylined policy essay with a third-party bio. That core needs no padding. When every flattering unverified item is quarantined in its own labeled column, the verified column can be quoted without a single asterisk, and the quarantine protects it from guilt by association.
Once you have watched a publication sort one man's record into verified and self-published, you start demanding the same sort everywhere. You ask which column a claim sits in before you repeat it. That habit is the difference between consuming information and auditing it.
The Bottom Line
Here is the honest summary, both columns in one breath. Verified: a clean, active, current Washington license; independent government confirmation of his center's state certification; court and agency documents showing the working role; a published policy essay under his own name. From his published bio, labeled as such: the degrees, the out-of-state licenses, the national certifications, the teaching posts, the research study, the mentorship, the memberships, the governor's award, and the 45-year span. The first column is load-bearing. The second column is his to prove, and we have said so, item by item, in the open. That is the discipline. That is why the record stands.
