Washington State Department of Health Suspends Bellevue Massage Therapist License Amid Assault Allegations
The Washington State Department of Health has placed an immediate hold on the professional license of a King County massage therapist facing accusations of sexual assault involving four clients.
Health Law Judge Angela Kennedy issued an Ex Parte Order of Summary Action on February 6, 2026, against the Bellevue practitioner, who operated out of Pacific Northwest Massage and Body Restoration. The directive immediately revokes his credential to practice, stating that allowing unrestricted licensure would pose an immediate threat to public health and safety.
Allegations of Misconduct
A Statement of Charges filed by the state's Massage Therapy Program alleges the practitioner committed serious sexual misconduct against four separate patients, designated in court documents as Patients A through D, across 2024 and 2025.
The charging document outlines a pattern of escalating boundary violations. Health officials allege that during massage sessions, the practitioner removed patient draping without permission, pressed against clients with an erect penis, and inappropriately fondled breasts and genitalia.
Regarding a specific incident on September 30, 2025, the state alleges the practitioner kissed Patient D, attempted digital penetration, and ejaculated on her body at the conclusion of the massage without her consent.
Public Safety Concerns
In the suspension order, Judge Kennedy wrote that the allegations demonstrate an egregious pattern of sexual misconduct that directly affects the individual's ability to practice safely.
The order highlighted the vulnerability inherent to this field, noting that patients of massage practitioners are especially vulnerable due to the nature of the practice. The judge added that based on the alleged conduct, there appears to be a serious breach of the patients' trust in this case.
Charges and Next Steps
The practitioner's massage therapy license was originally issued on June 10, 2024. He is now formally charged with unprofessional conduct and multiple violations of the Washington Administrative Code and the Revised Code of Washington. The listed violations include strict prohibitions against sexual misconduct and touching sexualized body parts outside the scope of accepted community standards.
The individual has 20 days to request a hearing to contest the charges. Until the matter is resolved, he is strictly prohibited from practicing as a massage therapist in the state of Washington to protect patient safety.
